The Laboratory Technical Consultant (TC) shall be an integral part of the laboratory team.
The TC will work in conjunction with the laboratory director and all laboratory testing personnel.
Key
Responsibilities:
Verify test procedures performed and help to establish the laboratory performance criteria in conjunction with the laboratory director Ensure enrollment in the approved PT program and monitoring of the participation Review of QC data and performance, calibration data and performance, instrument maintenance and performance Help to resolve technical problems and ensuring remedial actions are taken when a test system deviates from the established performance specifications Periodic review of test results to ensure no results are reported without all corrective actions if there is a malfunction Train personnel on moderate complex testing Evaluate competency for moderate complex testing.
Help the laboratory director evaluate new test systems as the need arises.
Other duties as assigned.
The above responsibilities will be delegated in writing by the laboratory director to the TC in full or part thereof.
The TC will complete all delegated duties at least monthly and additionally as needed up to but no more than 15 hours per month.
Qualifications:
1.
Skill, Knowledge and Abilities:
Effective interpersonal and communication skills.

Able to remain calm in emergencies and respond quickly and effectively.
2.
Education:
Baccalaureate degree and successful completion of a Medical Technology program that is accredited by the Committee on Allied Health Education and Accreditation (CAHEA), or equivalent training, education, and experience.
3.
Licensure/Certification:
ASCP certification or equivalent nationally recognized Medical Technology certification or categorical certification.
(Note:
Those with categorical certification only will be restricted to the discipline in which they hold the categorical certification.
) APIC Certification.
Phlebotomy certification or demonstrated proficiency.
4.
Experience:
Minimum of two years of providing laboratory service.
Some demonstrated successful experience in operating diagnostic radiology equipment; one year experience preferred.
Technical radiology skills and equipment knowledge preferred; two years previous experience in a clinic or hospital environment preferred.
Management of staff strongly preferred.
Performance Standards in conjunction with other Laboratory employees:
1.
Helps to Obtain blood specimens and collects non-blood specimens such as urine, sputum, and throat swabs for laboratory testing.
a.
Helps with using two-patient identifiers prior to performing testing.
b.
Helps with performing veni-punctures and finger sticks using aseptic technique and in accord with department procedures.
Observes Outpatient Clinic isolation procedures.
c.
Ensures that specimen requirements are met at the time of collection and maintains specimen integrity.
d.
Coordinates the collection of therapeutic drug-monitoring assays with nursing personnel and pharmacy to ensure the proper drug dose to collection time.
e.
Coordinates special laboratory studies with Outpatient Clinic personnel and/or Pharmacy.
Administers oral test solutions.
f.
Helps with Initials, dates, and times all collections.
Coordinates and performs flag-in procedures for specimens collected.
Maintains daily tallies of collections performed.
g.
Explains procedures prior to collecting specimen and demonstrates age appropriate interaction skills.
Treats patients with respect, adheres to confidentiality policies and procedures.
2.
Processes specimens to prepare them for laboratory testing.
a.
Admits patients into the system if necessary and enters test results.
Labels specimens with computer labels and performs flag-in procedures.
b.
Verifies specimen integrity and adheres to established procedures for rejection of unacceptable specimens.
c.
Measures the total volume of all 24-hour urine specimens and records appropriately.
Prepares aliquots for reference laboratory testing.
d.
Answers telephone calls--reads laboratory results to satisfy inquiries; records requests for blood collections; answers general questions concerning test orders and collection; takes messages or routes calls.

Prepares specimens for reference laboratory dispatch and testing.
a.
Prepares test order forms and records entries in the reference laboratory log.
b.
Prepares specimen aliquots for dispatch according to specimen requirements.
c.
Resolves ambiguous and/or unusual test orders by contacting the physician of the order, nursing station, or reference laboratory.
Refers unresolved orders back to the originator for further clarification before collecting samples or processing specimens.
Makes the supervisor aware of unresolved orders.
d.
Keeps a list to ensure that all orders have been processed.
4.
Performs routine and special laboratory tests within the clinic.
a.
Ensures that testing systems provide quality laboratory services for pre-analytic, analytic and post-analytic phases of testing.
Ensures that test methods selected have the capability of providing quality results.
Documents discrepancies and assures for follow up.
b.
Ensures verification procedures used are adequate to determine accuracy, precision and other pertinent performance characteristics of the method.
c.
Ensures that reports of test results include pertinent information required for interpretation.
Works with physicians to determine level of information needed and makes adjustments accordingly.
d.
Recognizes test inconsistencies and takes appropriate corrective action.
Seeks help from the physician or Vendor provided.
e.
Calls critical test results to physicians or nurses immediately and according to established criteria.
f.
Maintains the abnormal results log according to protocol.
g.
Prepares test reports legibly.
Initials and dates own work performed.
Reviews reports for clerical accuracy and clinical indications.
5.
Performs laboratory preventive maintenance and troubleshooting.
Responsible for the overview of the waive testing program, with assistance from the Patient Care Manager.
a.
Observes and follows department preventive maintenance schedules.
Documents all instrument checks, preventive maintenance, routines, problems, and corrective actions taken.
b.
Recognizes, analyzes, and takes corrective action to resolve instrument/clinical problems.
Reports unresolved instrument/clinical problems to the physician and/or Clinic Director.
c.
Maintains compliance with CLIA, laboratory, and outpatient Clinic policies and procedures, as well as safety practices.
6.
Fulfills duties of Laboratory Manager a.
Ensures that the physical plant and environmental condition are appropriate for the testing performed and provide a safe environment from physical, chemical, and biological hazards.
Routinely inspects area for problems and resolves issues quickly.
Utilizes checklists, preventative maintenance logs, QA documents to maintain environment.
b.
Participates in the development of a procedure manual and assists all staff assigned to client in understanding and following procedures.
c.
Works with CNO/Clinical Director to assure that nursing personnel are properly trained.
Observe nursing personnel on regular basis and document competency issues.
Arrange for training when needed.
d.
Ensures that the laboratory is enrolled in an approved proficiency test (PT) program.
Collects PT samples in the same manner as patient samples.
Monitors return time of PT samples to PT program.
Maintains documentation of all PT activities.
Reports findings when necessary to supervisor and Technical Consultant.
e.
Ensure that consultation is available to the laboratory's clients on matters relating to the quality of the test results reported and their interpretation concerning specific patient conditions.
Maintains documentation of contact with Consultant.
7.
Oversees the infection control program a.
Surveillance monitoring patients and healthcare personnel for acquisition of infection and/or colonization.
b.
Investigating when identification and analysis of infection problems or undesirable trends.
c.
Prevention:
implementation of measures to prevent transmission of infection.
d.
Control:
evaluation and management of outbreaks.
e.
Reporting:
provision of information to the facility as well as external agencies as required by state and federal law and regulation.
f.
Education:
participates in continuing educational programs serving as an educator and educational resource for healthcare providers, staff, patients, families, and general public.
8.
Ensure for a safe and therapeutic environment by adhering to facility policies and procedures.
a.
Follows all facility policies and procedures relative to safety and emergency preparedness.
Demonstrates competency with infection control issues and successfully completes safe practice surveys.
b.
Complies with facility safety practices including the safe operation of all facility equipment.
9.
Performs other duties as assigned.
a.
Provides excellent customer service/patient relations.
Assists in scheduling patients, as needed.
b.
Performs clerical functions associated with the designated laboratory.
c.
Maintains tally records of work performed for workload and statistical reporting purposes.
May be assigned responsibility for monthly collation of tallies.
d.
Helps maintain files pertinent to the laboratory.
e.
Provides instruction in laboratory bench procedures, instrument/clinical troubleshooting techniques, and clinical application of test results.
Assures assimilation of procedures and evaluates troubleshooting techniques.
